How to lower my SWR on my mobile CB?

Well, I just bought a Cobra 25 LTD Classic, a new antenna 102''en steel and a ball rack. I then added a 4 "spring in the mountains. I just installed the base next to my '01 Ranger Ford, between the driver's door lock and gas. I cannot seem to get my SWR less than 3, it goes above 3 on the meter. I tried to remove the spring in the assembly, the ground again, the next step was to start cutting the antenna. Im running 9 1 / 2 ft. cable RG-58 / U coax. Everything I could do differently? Any suggestions on how to reduce my SWR? Any help appreciated.

Well there is a basic rule for most runs in 3 CBERS coax incriments foot 3 and you also want to enter the number of feet of an even number of times. I run 12 feet in my truck.
