in pokemon emerald i beat team aqua in there base but the boss escaped and i went back to slateport and the guy said some divers live in mossdeep city but ive talked to everyone in mossdeep city and none of them where divers unless i missed some plz help

ok, go to mossdeep city. go to the house in the upper-left hand corner of the city. It's Steven's house. He'll give you HM 08 - Dive. but to use it you have to beat the gym in that city.
after you beat the gym, heal your Pokemon and exit the city by taking the second staircase south of the city. surf until you see dark water. press A to dive underwater. follow the path down until you reach a cave with a submarine in it. enter the cave and resurface by pressing B. You'll be at the Seafloor Cavern when you do resurface, and there's gonna be a kinda hard puzzle after you resuface.
